Is it correct that a pure 3-roll vs. 3-roll position like the one below is a double/take when blue can use his recubes efficiently, but a drop if the cube becomes dead?

I don't understand this. In a pure 3-roll position, Blue has no recube (except at extremely lopsided match scores where Blue should redouble as a significant underdog), and it is a close pass.
