Since you can't assume people will read the webpage, I think you have to stick with what the official ballot asks: "You are invited to vote for the 32 best backgammon players in the world, based on their backgammon participation and performance in 2010-2011. Whose backgammon skills do you respect the most among players around the world?"

I personally see nothing that suggests you have to have direct contact with a player (or watched their matches OTB) to vote for them. I highly doubt this would have been the intent given that the criteria isn't limited to just performance and skill.
