Although I think you have to go by what is in the official ballot, I'll just point out that the changes over the years appear to be:

In September 2007 the flintbg page said (It seems to remain essentially the same back to 2003):

"Every two years since 1993, Yamin Yamin of Illinois has surveyed Championship-level players and tournament directors around the world.** He asks them to rank the best currently active players in the world, considering both their tournament skills and side action. He wants to know which players are the most respected and feared by their fellow competitors."

In October 2009 the flintbg page said:

"Every two years since 1993, Yamin Yamin of Illinois has surveyed Championship-level players and tournament directors around the world.** He asks them to rank the best currently active players in the world, considering both their tournament skills and side games. Which players are the most respected and feared by their fellow competitors? "

In April 2010 it changed to:

" Every two years since 1993, Yamin Yamin of Illinois has surveyed Championship-level players and tournament directors around the world.** He asks them to rank the best players in the world, considering the level of their involvement with backgammon and their tournament skills over the past two years. "

In 2007 the official ballot said:

"Here is your chance to vote for today’s best 32 active backgammon players in the world, based on their tournament skills and side games. To be eligible to vote, you must be an Open/Championship-level player or a tournament director at the regional, national or international level."

In 2011 the official ballot says:

"You are invited to vote for the 32 best backgammon players in the world, based on their backgammon participation and performance in 2010-2011. Whose backgammon skills do you respect the most among players around the world?"
