Reopened case: Tough and tricky 61

After reading Mr. Weaver's comment to the tough and tricky 65 (i never thought about examing the whole group of rolls incorporating a 4), i am curious about his opinion, why the best move is the best move. And of course anyone else. The case was closed in another thread, so i reopen the case here, because i think it is of interest.
