David: I hope someone else will check my logic. I believe b-21, 18-10, 13-9 is B and b-21, 18-14, 13-9(2) is b. The first play gets the capital due to the further from the six point rule.

That's exactly right. In the outer board, the farther blot/spare destination gets the capital. Here is an example of B/b with a non-doublet.
As Mochy noted, bar/21 13/5 9/5 is P (Point), which is the best play and the best choice of Nactation. According to the current doublets table, an alternative for that play is m (mayfair split), which makes one fewer point than M = bar/21 13/9 6/2(2).
