Starting with the raw pipcount, subtract 5 and divide by 7 to get the point of last take - 33 /7 gives 5. White is behind by 2, and that's 3 pips away from the point of last take. So the simple application of Trice's formula says this is an initial double but not a redouble. (and a take of course)
White's stack on the deuce and gaps on the 4 & 1 make white's position a bit worse, and the match score makes white a bit reluctant to take. This tells me it's a borderline technical redouble, and a good practical double as white may incorrectly pass.
