Luck vs Skill

This has been discussed before, and probably this chestnut pops again once every two to three years. And if anyone gets into discussing it again, once again it is likely to become a question of definitions and measures. Luck as a percent of what? The individual result of one roll, one game, one match, one money session, one tourney, one lifetime? Skill as a percent of what? Is PR everything, or do we include measures such as tendency to steam or conversely, get shellshocked after a bad run?
Most would agree that if the two people playing are both experts with high mental stability, luck will decide a long session most of the time. If they both are fish, it might also be luck deciding a similar session most of the time. If one is good and the other is a certified pigeon complete with leg band (the sign of an endangered species) then the skill factor will predominate most of the time. Where are the numerators and denominators here?
My answer used to be: Backgammon is 70 percent luck, 40 percent skill. And if you noticed that they don't add to 100 percent...the difference is psychology!
