Luck vs Skill

As others have mentioned, the answer really depends on what you mean by luck.

One answer is that backgammon is half luck and half skill -- the part involving the dice is luck and the part involving the checkers is skill. It's hard to give a better answer than that without a clearer definition of skill. For example, does playing an opening 3-1 involve little skill because the move is so obvious or great skill because there is so much equity at stake?

If skill means lack of error, then in normal play (between two reasonably competent players) luck plays a much greater part in determining the result of a game. That's why it is popular to play backgammon for money or ratings. Luck plays such a big part that it is only over the long term that you can see how well you are doing versus your competition.
