How to adjust entry fee in 2^n brackets for first round byes?

We are thinking of holding periodic tournaments in our local club. For the sake of simplicity, the plan is to use 2^n brackets, like a playoff. We are thinking of a small entry fee, with 100% going to the winner.

Whenever we gen 2^n players, all is well since all slots in the brackets will be filled. But suppose, for example, that we get 11 players in a tournament.

If we randomly seed the players into a 16-player bracket, this means that 5 players will get "byes". If everyone pays the same entry fee, its not fair to the 6 players that have to play in the initial round and face the risk of getting knocked off in that first round.

One way to approach the problem is to have the 5 bye players pay a larger entry fee than the 6 players who have to play in the first round.

The question is how to calculate the fair discount/premium in these situations.
