Here's the simplest and most definitive solution.

Bill Phipps buys a lie detector machine (I think it costs less than $10,000) and brings it to every tournament and has ALL players attending take the test.

That way we can find out once and for all who ALL the online cheaters are and give them the boot.

Questions would be something like:

Did you ever use a bot to help you play better online backgammon?

Did you ever play online backgammon with a friend who helped you decide on your moves?

If anyone refuses to take the test, he must be a cheater, right?
