Michael's description suggests a business model for an online server.
Allow cheaters to play and win, collecting rake all along, investigate them when they try to cash out, "usually" if anyone has complained about them, determine (with evidence, of course!) that they cheated, and confiscate their account balances. The server keeps the winnings (and the rake), the cheaters don't prosper, and the people they cheated, what, probably would have lost anyway?
In all seriousness, if Michael caught "literally dozens of cheaters" whose balances were confiscated -- which I don't doubt -- how many of the what must be dozens of dozens of cheated players were informed that they had been cheated and had their losses returned to them by this "certain backgammon server"1?
1 And would that be Interlogic, operating as Play65/GammonEmpire?
