Playing to wrong match length

In all cases, the TD shall determine what is most fair given the score and the situation, as well as any time consideration for holding up the tournament etc.

Presumably one the purposes of these guidelines to offer direction to TDs so that can make fair and consistent rulings.

However, it is my opinion that if two players start a match to 5 and it should have been 7, and they complete the match, the match should be over.

One of the things I was trying to get at is: When is the match "over" -- e.g., when the last checker is born off, when the players shake hands, when they write down and confirm the score, when the result is reported to the TD?
