Tournament Rules and Guidelines

The document is unusual in that it isn't published under the auspices of any organization, doesn't include authors or contributors, and has no copyright information. (I believe the current US tournament rules are similar in this regard.) If the intention is to release it into the public domain or license it for certain public uses (creative commons), I’d be happy to create a PDF from the Word document. In the absence of any copyright or licensing info, I’d rather not.

Also, there are several convenient utilities that allow you to "print" to a PDF from any app that supports printing. If you are on a Windows machine, doPDF is my favorite.
