The document is not an official document. We hope it will become one. We hope individual Federations and tournament groups and clubs will adopt it, but even more, we hope there will be an international rules committee formed by the major backgammon federations and we hope they adopt a formal set of rules and guidelines and standards of ethical behavior. If they use ours, great, but if they choose to create one of their own, or revise ours, they are free to do so...that is why we have not copyrited it or authored it or protected it in any way.
This document is the work of volunteers making a recommendation to the world of backgammon. We did it because we were challenged to do so after years about complaining that there was not such a document (and being rejected by ruling bodies to produce such a document when I offered to do so).
It is completely unofficial until and unless adopted by a ruling body or even by individual tournament directors.
We have found that large organizations often move slowly, and some organizations resist and reject change of any kind, but we believe the world body of tournament players truly wants to have clear and good rules and guidelines and we can make it happen. Whether you agree with all of the rules and guidelines we have written or not, we hope that you will support the concept that these are needed and urge your local and national backgammon authorities to adopt these guidelines (at least for starters) and to set up a world committee to handle future changes and additions.
