Though, in an ideal world, cocked dice would be rare, I have to agree with backgames' points here. On occasion, there would be great ambiguity about whether a die was leaning slightly off a chequer(s)for example, particularly as the edges of some seemingly flat chequers may not quite be evenly formed. The new guidelines should reduce ambiguities, not increase them.

What might help is to give priority to boards that have thick chequers, and to smaller dice. (The Crisloid boards are great in this respect, as an example, and also have deeper sides.)

If we're really concerned about cocked dice we will always try to play with a well designed baffle box, set up next to the outer boards. And avoid thin chequers.
