A few comments

1) Are you sure it really is lowering the luck of the dice and not just shifting the luck from the first roll to later rolls?

2) Many feel that rules are nicer the more concise they can be made and this adding of an exception is counter to that.

3) There has been an implication that those opposed to this rule are just players who are set in their ways and would rather have the status quo instead of "progess". But there have been major rules changes in the past, doubling cube, Jacoby rule, more recently clocks for most tournaments. Maybe this rule just is not good enough and players do have genuine reasons for not wanting it.

4) if your chief goal is to make the game more skill oriented the rule you should be advocating for is the use of variance reduced results.
