These kinds of decisions are tough. GNU's temperature map feature is helpful for diagnosing what's going on. Two things jumped out at me:

1. Bar/21 22/16 gives White bad 5's. This in itself may be enough to swing the decision.

2. White will not always hit and cover the 5pt with a roll that allows it. She may PoH or double hit. So looking at hit-and-cover rolls is a bit misleading.
