When you look at the ELO system the differences in rating express the probability to win.
There is a model to rate the complexity of games. IIRC it scores one for every level of skill where the better player wins 75% of the games. In this system BG has a 6 and chess 10(?). GO by the way has 15. I don't know whether I remember the numbers exactly but it should be in the ballpark.
And the lucky win can happen in BG, but what do we compare? If we compare to chess is a single money game like a chess game? IMHO you must compare roughly equal time and in a 4 hour tournament match you can play a pretty long BG match. The chances of a 600 Elo points lower player would be pretty low here too (but far better than in chess).
