Making the bar point, while leaving a shot, is a mixed bag. Since Blue has a miniscule chance to prime his opponent, there is little reason to spend the last builder from the midpoint making a block that really isn’t a block. After that builder is gone, the blot on the 11pt loses much of its value. The only way it could be used to make an additional outside point would necessarily involve breaking the midpoint.

A better idea is to fill in the board behind White’s anchor.

o = outer = 11/4

Blue should tentatively plan on splitting his rear checkers on his next turn.

BTW: White must be reading old books by Barclay Cooke. How else can you explain passing up the 4pt in favor of an advanced anchor on the second roll?
