Mochy backgame "minimum pip trail to take", assumptions?

Stumbled over Mochy's presentation on the topic of backgames here:

Slide number 13 contains a list of minimum pip deficits necessary for taking the cube. Does anyone know under what conditions those numbers apply?

I guess it's a no brainer that NMS or money play is assumed, but what about the other checkers on the board other than the four that constitute the anchors? Does the other player have a prime, has he escaped both guys, is his flexibility excellent, does the backgame player have a pure and impeccable prime of his own etc?
