Do you mean that from game to game the %age is chosen from either 70% or 90% and then stays that way for the whole game or do you mean that from throw to throw the %age is chosen from either 70% or 90% and then the FT is taken?

If it is the latter case then your thoughts and expectations are incorrect. It is just a fancy way of obtaining an 80% event. If it is the first case I don't see intuitively why the latter player should win more games. Can you say more about why you expect that to be the case?
