For what it is worth: in speed chess, your opponent can instantly claim the game if you make an illegal move. Because there is no delay, any illegal move costs the opponent time. Resetting the position and clock is too complicated and leads to each player having lots of extra time to study the game.
In addition, in real chess time skirmishes it's not uncommon for the clock to go flying off the table as someone frantically tries to punch it.
