I think you misunderstand. He wasn't talking about a 30 player improving over time to become a 3 player, or a 3 player improving over time to 0.3 (there aren't any 0.3 average players anyway). He was talking about a 30 average player playing a match at 3, or a 3 player playing a match at 0.3. The latter is possible. The former is exceedingly unlikely.
