This looks like only a close pass, but still a pass. I think I'd take if we had one checker advanced from the 13 to the 8 pt to give us a spare there which would make this game easier to turn around.

But as it is, I pass, and will state, however, that MANY players pass these early beaten up, but with an anchor positions, too easily. This one, looks a bit too risky to try to turn around.
