Excel help: Percentage chances of the person with a better (lower) PR winning based on match length

Hallo all,

I'm working on a Excel file: please can anybody help me with a formula to calculate the percentage chances of the person with a better (lower) PR winning (based on match length)? I find this area interesting but I couldn't find a table already existing on the net..

Here is a screenshot of w.i.p. with some (probably very wrong) guesstimates to give context:
