Excel help: Percentage chances of the person with a better (lower) PR winning based on match length

OK. I found an ELO based MWC table at

and have converted the ELO values into PR (1 PR=33 elo).

I think the next step is how to convert the derived PR difference values (in yellow) into integers ranging from 1 to 10 (instead of ranging from the less useful 1.515151515 to 30.3030303).

Can anybody suggest a formula to do this operation whilst also appropriately scaling the percentages in the main body of the table? I realise my maths is pretty abysmal :(
