Assume all rules had been followed when Steve first forgot to hit his clock and picked up the dice; his opponent would have told him that he had not completed his roll and the game would have proceeded, legally. His opponent not only did not tell Steve he was not hitting the clock, he, intentionally, skipped his own turn each time, hoping Steve would repeat his mistake, roll after roll, and time-out. I am not saying Steve did no wrong, he did. But, his mistake was innocent and did nothing to serve him and put him in tremendous jeopardy. You can't say the same for his opponent. His opponent allowed Steve to play illegally many times and illegally skipped his own turns, in hopes that he would benefit from the illegal behavior.

I make no judgement about whether the opponent knew it was a legal moves event. But failure to know the rules does not change the impact of the action, other than in judging his character.
