Fines for Poor Sportsmanship

To deter this type of poor sportsmanship pehaps directors should add notice to their tournament rules to the effect of

In the event of rule violations that are also bad sprotsmanship a fine of $100/$200 may be imposed with the money going into the prize pool.

As it stands now there is no risk - except to ones reputation - for taking a shot. The worst that happens is a return to the position/time before the rule violation. The situation discussed here would merit a fine as would the occurence at the Nordic Open where one player mistakenly thought the match was over and conceded and the other player knowingly accepted (although he said he also thought the match was over).
