In answer to John's questions - you theoretically can do a from x to y sheet, and just expect it to fill, however, what if it doesn't? then you have to insert a series of bye's into the equation, and they cannot all collect at one end of a draw sheet, otherwise that causes downstream bye's and shorter path's for the same subset of players.

The logistical problems in just developing a drawsheet for a non-standard number of players are remarkably challenging. Also consider your payout structures - those will change with the number of entrants - depending on where you are going from and to. There's also the consolation side, where you have to drop people as they lose in to the bracket - its usually running with multiple bye sets already, and you risk adding more in the wrong places.

All in all, its just messy, and as Jeb has explained, you have to be running a 3 day event in order to make it work.
