I know, but you have the upper and lower bound that you can apply. Then strongly best is best no matter what value between these bounds, and weakly best is best given some specific value between these bounds. Maybe you cannot be conclusive on the last play or two, but at your play up to the undefined equity position must at least be weakly best for all plays leading up towards the position for it to matter.
