Delay Setting

Whilst sharing your sentiments for all players to invest the modicum of time and energy needed to properly randomise the dice, you seem to believe that allowing a few more seconds of delay time will result in this. I think that the connection, though positive, is very tenuous. Some players just do not enjoy shaking the dice, and do as little as they can get away with (which may often be no shaking at all). 15 sec delay or 12 it will make no difference to them.

Where it can impact, of course, is after a player has rolled cocked dice. With probably at least 4 or 5 sec of delay used up, those extra 3 sec can encourage some players to still give at least 2 or 3 shakes. Even the 'on chequer rule', though certainly reducing such instances, does not eliminate them.

I believe that, far better than allowing a longer delay, is to allow the player to regain their delay setting after cocked dice, as with the EUBGF rule. Those who find this irritating do seem to be in a minority. Once you are used to it, it just feels natural - indeed sporting - to give the player their delay back when re-rolling.

Further, many players may be in a hurry to pick up the dice in cases where they will most probably be cocked but may not yet have come to rest. The knowledge that they will get their delay back with the likely re-roll encourages the proper resolution of the issue.
