I would rule no cube in this case, based on the footage.

If he had touched the cube, then I would have ruled it was a cube.

We are way, way too tight if we rule that this is a cube. That is the way to scare away players, especially newcomers.

I don't buy that the movement of the hand was intended to induce a tell from the opp because the dice were rolled more or less in the same motion, leaving no time for the opp to give a tell and the player to analyse the tell and act according to the tell.
