No Rory. The decision should have NOTHING to do with what was rolled. There was a problem here about whether the roll should stand or not, and there are conflicting ideas and not absolutely clear rules to cover it. So what "caused" there to be a question about the roll? The question about the roll was caused by Player A tossing the dice so hard that it went off the board. Player B would not have acted at all on the roll had this not happened. So now we have a dispute about whether the roll should stand or not. Player A wants it to stand, and the ruling should go against him.
