I think there's a lot of over-complicating going on.
The essential concern must be whether the dice roll was sufficiently random. Bouncing off a table or off qa beer glass or the opponent's forehead - - - none of these things make us worry that the dice outcome was manipulated to either player's advantage before coming to rest. So if the dice come to rest in the playing field as required, it's just ridiculous to imagine the outcome wasn't sufficiently random.
The situation that comes out in the video is that the dice roll really ended with one die off the playing field -- the second die would not have even re-entered the p[laying feel;d without the agency of the opponent, and this intervention rates the concern of potential manipulation. The opponent simply cannot be granted any agency in how the roll tuns out.
So any opportunity where the opponent might have a choice -- to launch the die back into the playing field or not -- should be disallowed. That's what this scenario looks like -- the opponent could have just let the die rest, or he could loft it back into the playing field, as the did.
