Obviously it would be better if 64 players would show up to every tournament. Yes, the two brackets are isomorphic. The difference is that in tournament Y, the equity bump is divided evenly among 16 players. The absolute gain in equity by any individual from the draw is low. The winner of the bye sub-bracket must then earn that extra equity by winning against all other players. That's why we play tournaments - to take other players' equity through competition.
