Yes, offsetting the hit checker as described is 100% equivalent to putting the checker on the bar under these rules. The Ruling Guide further describes it as analogous to having put the checker on the bar but that it has then fallen off the bar. We all know that a checker that fell off the bar doesn't cease to belong on the bar if you hit your clock. You just put it back onto the bar. That is the intent here.
The batted die question is definitely on our list of things to talk about in our Rules review next year. I interpret "manipulated" in line with the dictionary definition - that it suggests skillful handling in order to gain an advantage. It is not simple reflex without the intent to benefit.
