I think you may be right that the iterative procedure you described would lead to oscillation then. You might be able to 'fix' that by using under-relaxation though(that's worked for me in a toy example of 3x2 non-terminal states). I haven't quite wrapped my head around it yet - are you saying that the oscillations are a feature of your iterative method in the sense that they appear if and only if the equities of the unbounded game don't exist?
