There are several things going on here that make 23/21 13/9 better than making the 4 pt. The first and most obvious is 23/21 13/9 doesn't leave a direct shot. The race is even, the 9 pt. is valuable (esp. if White anchors up on your 3 pt.) and you're in no great hurry to build a board. You have a nice distribution, tidy up and see what the dice give you. The subtle part about 23/21 is the duplication of White's 2s & 4s. White needs ducks to anchor up and also to kick you off the anchor you're ready to make. Lastly, it leaves a stripped 8 point. A lot of these close decisions can be affected by how many checkers are on the 8 pt. If there were 4 instead of 3 the plays would be much closer I imagine.
