The key would be standardizing ABT events (i.e pick a format and everyone stick to it i.e... SWISS). Then you just write a program that the directors key the attendants into (which would include a database of players, and could even be pre-populated by having players become USABGA members in advance) and it will spit out the pairings. Once matches are over, you input the final scores, the results are sent to the USABGA, and posted online. Ratings, winning percentage, etc could all be tracked.

In order for this to succeed, I'd assume you would have to have full cooperation with whoever "owns" the ABT, and you would need the directors to all get on the same page with regards to tournament formats.
