Actually, the DC tournaments were twice/month and used to draw 20+ players. Even now, the once every month or two tourn has been drawing more than 10. I'm not sure why those should not count, or why the line would be drawn to exclude them.

It might make sense, assuming that directors were on board, to count every match of 7 (or maybe 5) points or more, as long as there was a meaningful entry fee (e.g., $20 or more). There could be two lists -- one just a raw win-loss and another adjusted by additional factors, such as length of match, quality of competition, etc. I don't think anyone enters these tournaments without intending to play well and win. For example, the great Ed O plays often at our humble tournament and has not been known to give anyone a break.
