Big problem with standardizing a format. Tournaments are run over different amount of days. Vegas 5 days, Michigan Summer Champs 4, Madison 4, Most others 3. The longer tournaments are over a holiday weekend, allowing more players to come without having to miss work or use vacation time. Swiss sounds like fun, but it's a very long format, I doubt that it would work effectively for 3 (actually 2-1/2 day) tournaments.

Differing formats is also something that distinguishes events from each other. I believe this is what makes some events attractive, the different format being attractive to some players.

Length of matches is something that needs to be considered. Most ELO formulas take care of this, and it wouldn't be difficult to add to the data input. Certainly winning a 15 pt match should be more important than winning a 5 pointer.
