I am not sure, however that it is valid to just throw out the expected doubles in the data set, and say that each non double occurs 1/15 of the time.

That is perfectly fine.

Given that the developers are contactable, it is clear that working with them to figure out the source of the problem is the next step (as opposed to dreaming up more statistical tests out of thin air).
