I agree with your thinking. Its not exactly 50% of expected (it is about 55%). Looking at my data both players in each game get doubles (So its not even/odd). So if you were to to do the "first roll skipping" 9 in every 20 turns you should see a proportional decline in doubles. The extra 5% would also allow the doubles to shift from one player to the other.
