23/16 doesn't help the back checker and it walks into a double shot, giving Blue a good six he doesn't deserve. Staying back on both 23- and 24-points allows Blue's meager block to be a lot more effective than it has the right to be. Stepping into Blue's strength (with 23/21) doesn't hurt much since he's making the 4-point (good for Blue, bad for White) regardless of whether or not White is sitting there. Meanwhile 23/21 gives White's back checkers more coverage and opens the real possibility of making the 21-point -- a nice UNPRIMED anchor.

The race is close so NOT getting hit on the 10-point is good. Besides, what five is there?

Undoubtedly there's more to it than this.
