He did not raise you on the turn, so he does not have a Q or a J. Which means he was on a flush/straight draw, or had a small pair or A-high.
I don't see much benefit from betting the river. I play normally at most 20-40 limit but at those limits most people don't fold small pairs on the river, many times not even an ace. So a bet would only be good if opponent had Ax, where x was lower than a T and did not hit the board, because he might call which would gain you a bet.
Checking on the other hand might induce a bluff from an agressive player. Against a very passive player checking is good for another reason, because we could safely fold to a bet.
So I would check and call an aggressive player, fold to a very passive player. (Let me guess, you bet, he called and showed down A9 or so? ;-)
