I agree. It's hard to find a reason to justify leaving a 2-shot number (18/12 14/12) rather than a 1-shot number (16/10 14/12). It's 6 numbers to close the board either way.

You can get up to 8 board-closers (with 18/12 13/11) or 9 board-closers (with the bozonish 14/8 13/11) or even 22 board-closers (with 14/6), but only at the expense of leaving 5, 6 or 11 shots, respectively. The tradeoff isn't worthwhile.
