but what's worse, the person who wants to enforce the letter of the law, or the person who chronically breaks many different rules?

then we need to write clear bg rules..In US rules say move is finished when a die or dice is lifted from the board....if my dice lands just near my checkers i'd like to move, why i need to say anything if i want to slide the dice on the board (move it so i can play my checkers)....
