NY Ruling Dispute

then we need to write clear bg rules..In US rules say move is finished when a die or dice is lifted from the board....if my dice lands just near my checkers i'd like to move, why i need to say anything if i want to slide the dice on the board (move it so i can play my checkers)....

Exactly. It is important to have a clear point where a person's turn has ended, for two reasons:

(1) So you know when a player's move is irrevocable.

(2) So you know if opponent's roll is premature.

The rules say the end of a turn is when one or both dice are lifted from the table. Touching the dice or moving the dice do not end your turn according to the rules. Ruling otherwise just muddies the water and asks for trouble in the long run.
