NY Ruling Dispute

In the NY Ruling case, I looked to the spirit of the rule in addition to considering the letter of the rule in making my determination as part of the committee. As I see it, the purpose of the rule is to penalize a player who's ambiguous and or capricious actions can lead to a dispute concerning what the dice roll was. It also speaks to when the opponent reasonably perceives the move as complete, and rolls. In this case, the offended player’s argument was, even though the dice were never lifted, just moved, that in itself was sufficient justification for his roll to stand. Based upon the statements of both parties as to what had transpired then and during the course of the prior games in the match, I felt that the offended player erred in making his roll while the dice were not lifted and needed to re-roll.
