23/16 is a fine diversion play. I learned this type of thing from bots a long time ago, and it's good to know, especially in really desperate situations. The theme is more common than you might think, and often hard to visualize, especially because it's usually difficult in volatile positions to look ahead a ply or two.

But visualize this: Blue is ahead in the race and threatening to consolidate. After 10/5 23/21, White's back checkers are still in some difficulty. Blue has an enduring edge. But for the moment, Blue is stripped in the outfield and has a blot there. 23/16 puts a lot of pressure on Blue's outfield, giving White by far the most chance of hitting next turn. 10/5 23/21 improves White's outfield view, but not as much as 23/16.

The choice is only as close as it is because Blue often gets away with outfield hits, gaining pips in the fairly close race, and decreasing White's chances to anchor in comparison to White's weenie alternative.
